Remodeling in Aventura: Condo Permits, the $500 Rule, Flooring Sound Ratings and Building Inspections

By Scott Rosenberg, licensed GC5 min read

The short answer

Aventura is stricter than most cities about what needs a permit. The city says a licensed contractor has to pull a permit for maintenance or repair work over $500 in labor and materials that alters the existing structure, including tile, wood and marble flooring, and for electrical work including ceiling fans, air conditioner replacement, water heaters and toilet or sink changes. Condo unit permits need a letter from the association approving the work, flooring permits need the sound rating of the material, applications need notarized signatures from the owner and the contractor's qualifier, and the contractor has to be registered with the City of Aventura. Permits, payments and inspections run through the city's eTRAKiT portal.

Aventura is a small city with a lot of people stacked on top of each other. Since it incorporated in 1995, it has become mostly condo towers along the Intracoastal, plus one of the biggest shopping areas in South Florida. When you remodel here, your neighbors are on the other side of the wall, the floor and the ceiling, and the city's permit rules reflect that.

This guide covers what is specific to remodeling and building in Aventura, based on the city's own Building Division guidance.

What needs a permit in Aventura

This is where Aventura surprises people. In most cities, swapping a water heater or replacing a floor in the same layout is a small job. The City of Aventura says a licensed contractor is required to obtain permits for:

  • Maintenance or repair over $500 in labor and materials that alters the existing structure, including tile, wood flooring and marble.
  • Electrical work, including ceiling fans.
  • Air conditioner replacement.
  • Water heater installation.
  • Toilet or sink fixture changes.

If you are not sure whether something needs a permit, the Building Division answers that question by phone at 305-466-8937. Our general guide on when you need a permit in South Florida covers the general rules; Aventura's list is longer than most.

Permits for condo units

The city publishes guidance for condo associations, and it lays out what a unit permit needs:

What the City of Aventura asks for on a condo unit permit
ItemWhat it means
Association approval letterA letter from the condo association approving the work in your unit, submitted with the permit application.
Notarized applicationThe building permit application with notarized signatures of the owner and the contractor's qualifier.
DrawingsTwo sets of documents showing the work, drawn to scale, signed and sealed by an architect or engineer when the code requires it.
Flooring sound ratingFor flooring, the soundproofing rating of the material, with documentation that supports it.
Product approvalsTwo sets of calculations and product approvals (NOAs) for windows, exterior doors, shutters and skylights.
Registered contractorThe permit has to be pulled by a licensed contractor registered with the City of Aventura.

How the permit process works

  • Online through eTRAKiT. The city's Community Development portal handles permit applications, payments, inspection scheduling and real-time permit status.
  • Other agencies may review first. Depending on the work, Miami-Dade Fire Rescue, the county's environmental and regulatory review, the Department of Health, Water and Sewer or North Miami Beach Public Services may need to approve plans before the city issues its permit. For Miami-Dade Fire Rescue and county review, the city asks for two sets of plans and a municipal intake application at its Permit Records Section.
  • Current code. Applications have to meet the 8th edition of the Florida Building Code, in effect since December 31, 2023.
  • Notice of Commencement. Florida law requires a recorded Notice of Commencement before the first inspection on jobs over $5,000.

Aventura is in Miami-Dade County, so it is in the High-Velocity Hurricane Zone. Impact windows and sliding doors need approvals for that zone, usually a Miami-Dade NOA, and many condo buildings also specify the frame color and style. Our guides on the High-Velocity Hurricane Zone and how to look up an NOA cover the product side.

Condo towers: milestone inspections and recertification

Most of Aventura's buildings are condominiums three or more stories tall, which puts them under Florida's milestone inspection law, alongside Miami-Dade County's building recertification program for older buildings. The reports often lead to concrete restoration, balcony and railing work, and electrical repairs on deadlines. Our guides on milestone inspection requirements and what happens after the engineer's report walk boards through both.

Retail and office build-outs

Aventura's shopping centers and office buildings mean a steady stream of tenant build-outs. Those usually involve the landlord's approval, Miami-Dade Fire Rescue review and the city's building permit, often in that order. Our post on commercial tenant build-outs explains the sequence and how to keep the opening date realistic.

The bottom line

In Aventura, assume a permit is needed for more than you would elsewhere, including floors, water heaters, AC units, fixtures and ceiling fans. For a condo unit, get the association's approval letter first, choose flooring with a documented sound rating, and hire a licensed contractor who is registered with the city. We handle condo kitchen and bathroom remodels, impact windows and sliding doors, concrete restoration and commercial build-outs in Aventura and across Miami-Dade. Tell us about your project.
